Gulf of Mexico Dolphin Killings Inquiry Escalates

ATLANTA ? An investigation into the mysterious killing of dolphins in the Gulf of Mexico is gaining momentum, with a federal agent now in charge of the case and a $30,000 reward for catching the killer or killers.

This bottlenose dolphin, found fatally shot in the water off the Mississippi coast earlier this month, is one of six that have washed ashore in the area, mutilated or with bullet or stab wounds.

Since the summer, six dead dolphins have washed ashore with bullet wounds, severed fins and jaws, and stab wounds. The latest was a dolphin found off the coast of Mississippi with its lower jaw missing.

Whether the deaths were caused by the same group or person is not known, but federal investigators are turning to the public for help.

The National Oceanic and Atmospheric Administration has called on fishermen and beachgoers to report any dead or injured dolphins. Forensic experts at the agency are testing the slugs removed from the animals to see if they come from the same gun.

More than 700 dolphins have been found dead of various causes in the gulf since February 2010. But scientists say that deliberate, violent deaths are rare.

?These are senseless, repugnant acts,? said Moby Solangi, the executive director of the Institute for Marine Mammal Studies in Gulfport, Miss. ?These dolphins are mutilated in a way that no animal is in the wild.?

Rewards for clues that lead to an arrest have been offered by the marine institute, the California-based Animal Legal Defense Fund and Paul Watson, an early member of Greenpeace and an Animal Planet host.

?I regard the killing of a dolphin as murder, and what we appear to have on the Gulf Coast is a dolphin serial killer,? Mr. Watson said. ?I want this sadistic killer stopped.?

Much attention has focused on the role of fishermen. Dolphins often swim behind boats, eating shrimp from nets and waiting for unwanted fish to be thrown overboard. Fishermen say they become frustrated by dolphins? stealing bait or destroying nets.

Louis Skrmetta, a ferryboat captain for Ship Island Excursions in Gulfport, said he had heard of fishermen firing guns at dolphins to keep them away. ?When the dolphins show up, some of these guys get frustrated and consider them nuisances,? he said.

The deaths have been spread across the coast. In June, a dolphin was found stabbed with a screwdriver in Alabama. The others have been shot in Louisiana and Mississippi over the past few months, the authorities say. Under the 1972 Marine Mammal Protection Act, killing a dolphin is punishable by a fine of up to $100,000 and a year in jail.

Investigators say finding the responsible person or group will be difficult, with the crimes spread across three states and no known witnesses. NOAA has received numerous tips but none that have led to a suspect.

?We?ve had everything from anonymous faxes to anonymous telephone calls,? said Jeff Radonski, the agency?s acting deputy special agent in charge of law enforcement in the Southeast. ?We?ve had spouses that are mad at their husbands spout off. It?s the regular gamut that a normal police officer deals with.?

Much of the business of wildlife sleuthing is similar to routine police work, he said. It is just harder. With strong tides in the gulf, a dolphin could be swept miles before washing ashore or could have been mutilated after reaching the beach.

?The biggest problem we have is we can?t go to the dolphins and interview friends and build up a history,? he said. ?One of the key things in our investigation are witnesses, somebody coming forward, telling us what it is that happened.?

Maya deVries, a researcher at the University of California, Berkeley, compared the attack of the spearing shrimp with its relative, the "smasher" shrimp. Both animals are able to unleash quick attacks with a strange spring and latch system that stores up energy in their muscles and releases it in an instant. It's like a bow and arrow, she said.

Unexpectedly, she found that smasher mantis shrimp can move much more quickly than the spearing variety, which is the opposite of what was expected. The smashers, she found, need quick speeds to produce enough force to crack the shells of their prey, such as crabs and other shellfish. The spearing shrimp, on the other hand, only needs to move slightly faster than their prey, she said.

Spearing shrimp can move their claws up to 8 feet (2.5 meters) per second, while their smashing brethren can reach speeds of 23 feet (7 m) per second, deVries said. The results were published in the Journal of Experimental Biology today (Nov. 22).

Peacock mantis shrimp, a relative of the smasher shrimp examined in the study, are even more impressive, moving their claws at speeds of 75 feet (23 m) per second and delivering blows with 200 pounds (91 kilograms) of force behind them despite being only 4 inches (10 centimeters) long.

Egypt's Morsi grants himself far-reaching powers

CAIRO (AP) ? Egypt's president has issued constitutional amendments granting himself far-reaching powers and ordering the retrial of leaders of Hosni Mubarak's regime for the killing of protesters in last year's uprising.

Mohammed Morsi also decreed immunity for the panel drafting a new constitution from any possible court decisions to dissolve it. He granted the same protection to the upper chamber of parliament. Both bodies are dominated by Morsi's Islamist allies.

The Egyptian leader also decreed that all decisions he has made since taking office in June and until a new constitution is adopted are not subject to appeal in court or by any other authority.

EU leaders face Greek aid gap in brinkmanship with IMF - Ekathimerini

European finance ministers will try to plug a 15 billion-euro ($19 billion) hole in Greece?s finances and win over the International Monetary Fund in the latest installment of three years of debt-crisis brinkmanship.

Recycling European Central Bank profits on Greek bonds, charging Greece lower interest rates and extending repayment deadlines are among the options under consideration Tuesday for filling the new gap in Greece?s public accounts.

European governments tore open the hole last week, by giving Greece two extra years to cut its budget deficit. The required extra financing provoked a clash with the IMF, since it would add to Greece?s debt load instead of reducing it.

?Greece is in a mess,? James Mirrlees, a Nobel economics laureate, told Bloomberg Television Monday. Europe won?t solve the problem by ?fiddling around with little bits of extra bailout and allowing them to go a bit slower.?

Officials said Tuesday?s meeting, starting at 5 p.m. in Brussels, won?t make a final decision to release the next tranche of aid to Greece, partly because parliaments in Germany, the Netherlands and Finland have yet to weigh in.

The ?troika? representing creditors also has to certify that Greek Prime Minister Antonis Samaras?s coalition government has delivered economy-boosting steps ranging from improvements to tax collection to the deregulation of closed professions.

Credit Rating

The meeting comes a day after France lost its top credit rating with Moody?s Investors Service, increasing pressure on President Francois Hollande to find ways to bolster growth in Europe?s second-largest economy.

France was cut to Aa1 from Aaa, the rating company said. The Moody?s downgrade follows one by Standard & Poor?s in January.

The euro slid versus most of its 16 major counterparts after the Moody?s action renewed concern the currency bloc?s debt crisis is deepening. The 17-nation euro continued to slide Tuesday, dropping 0.2 percent to $1.2787 as of 9:59 a.m. in Brussels.

Greek 10-year bonds were higher for an eighth day amid expectations that creditors will keep money flowing to the Athens government. The yield on security maturing in February 2023 fell 6 basis points to 17.17 percent.

One option is to deliver about 44 billion euros to Greece in December, by bundling 31.5 billion euros on hold since mid- year with two other tranches due before year-end, German Finance Minister Wolfgang Schaeuble said after the ministers failed to finalize the financing last week.

Paris Meeting

Finance officials from Germany, France, Spain and Italy met Monday in Paris to overcome differences. Spokesmen for the four finance ministries declined to comment on the meeting, which was also attended by European Union Economic and Monetary Affairs Commissioner Olli Rehn.

Last week?s decision to grant Greece two extra years, to 2016, to cut its deficit to 2 percent of gross domestic product without offering debt relief stirred tensions with the IMF, provider of about a third of 148.6 billion euros in loans funneled to Greece since 2010.

German Chancellor Angela Merkel, gearing up for a campaign for a third term next year, has ruled out writing off a portion of Greece?s debt. Dutch and Finnish leaders have told their bailout-weary voters the same thing.

?Different Views?

IMF Managing Director Christine Lagarde, who began the crisis as French finance minister, sparred publicly with the chairman of the euro meeting, Luxembourg Prime Minister Jean- Claude Juncker, over the European inability or refusal to bring down Greece?s debt burden.

?We clearly have different views,? Lagarde said at a joint briefing with Juncker after the Nov. 12 crisis meeting.

The trigger was a decision by the ministers to extend by two years, until 2022, a deadline for paring Greece?s debt to 120 percent of GDP. The debt load is set to peak at 190 percent of GDP in 2014, according to the troika, made up of the IMF, European Central Bank and European Commission.

Lagarde, who cut short a trip to southeast Asia to return to Brussels for Tuesday?s talks, declined to say whether the IMF would budge on the debt target. In an interview in Manila, she said the IMF?s credibility is at stake in pursuit of ?a solid program for Greece that convinces investors today that it will stand tomorrow.?

Financing Gap

Plugging the financing gap through 2014 is easier than demonstrating to the IMF that Greek debt is on a glidepath to ?sustainability,? officials said. Greece?s loan rates have been lowered and repayment schedules lengthened twice before, and no one has publicly contested doing so again.

Finance ministers are also considering how to tap profits made by the ECB and national central banks on Greek bonds, drawing on a February commitment to recycle that money back to Greece. The question of how to treat future ECB profits also has to be addressed.

The central bank is sitting on 208.5 billion euros of bonds of debt-hit governments that it started buying in May 2010 in a controversial program that contributed to the resignation of two Germans from its policy council. While the purchases were halted in March, ECB President Mario Draghi has sketched out a new bond-buying program that would only benefit countries that meet strict conditions.

Asked if unrealized ECB profits on Greek bonds held to maturity could be eventually earmarked for paying off Greek debts, Finnish Finance Minister Jutta Urpilainen said in an interview in Helsinki Monday: ?There are different proposals on the table, of which this is one. We?ll have to see how it looks like as a whole.? [Bloomberg]

Apes Have Midlife Crises Too

Sure, they may not be able to ditch their wives, buy a shiny red Ferrari, or pick up a 21-year-old at a bar. But apes have midlife crises too ? at least according to a new study.

?The midlife crisis is real,? said Dr. Andrew Oswald, co-author of the study of 500 chimpanzees and orangutans published Monday in the Proceedings of the National Academy of Sciences. ?Great apes go through it also, so it is inescapable for the average person.?

The term ?midlife crisis? was coined in 1965 by psychologist Elliot Jacques to describe the time when? adults realize their own mortality, recognize that their existence is halfway over, and rush to make significant changes in core aspects of their day-to-day lives. And since the human species evolved from ancestors of modern apes, it would be reasonable to suspect that they have mood swings just as we do.

To see if this was actually the case, researchers asked zookeepers who had close relationships with their apes a series of questions to see whether the animals were happy or sad, if they enjoyed socializing, and how successful they were in achieving their ?personal goals.?

As for what a personal goal might be for an orangutan or chimp, study coauthor Alexander Weiss of the University of Edinburgh said this included such lofty ambitions as climbing a rope, staking out territory, getting prized figs or bananas ? or even hunting down and eating their distant monkey cousins.

Before you knock it, understand that these questions have been used before to assess ape aspiration.

?This questionnaire is a well-established method for assessing positive affect in captive nonhuman primates. There is considerable evidence for this measure?s objective validity,? the study says.

Finally, researchers asked the zookeepers the ultimate question: How happy would you be to switch roles with the apes for a week?

In other words, Weiss said, ?How happy would the rater be to walk a week in the chimp?s shoes ? even though chimps don?t have shoes??

As for exactly why this happens to be the case, who knows?

Oswald admits the study has limitations.

?It would be great if we could ask apes to fill out a questionnaire,? he said. ?However this is a human?s assessment of an ape?s well-being and that?s what we are stuck with, being human.?

Despite the apes? silence on the matter, psychological experts who were not involved with the research described the findings as ?fascinating.?

?This is one more example showing that we may be more related to our non-human primates than we think,? said Dr. Nadine Kaslow, vice chair of the department of psychiatry at Emory University in Atlanta. ?It?s quite fascinating that this U-shaped curve is across species.?

For years, researchers have speculated that this U-shape is secondary to social, psychological, or economic explanation. Dr. Redford Williams, director of the Behavioral Medicine Research Center at Duke University Medical Center in Durham, N.C., said this study seems to point at something much more inherent.

?It?s got to be biological,? he said. ?It?s not just that you?re depressed because your earning capacity goes down in mid-life, because I don?t imagine that apes living in the zoo would have to worry about those matters.?

Williams said the study shows there is hope for us humans.

?Don?t worry if you are having a mid-life slump,? he said. ?Don?t feel too guilty; it has to have a genetic basis. It?s not that you screwed up to cause it, because apes are having it too.?

Lava dots: Hollow, soft-shelled quantum dots created

ScienceDaily (Nov. 19, 2012) ? Serendipity proved to be a key ingredient for the latest nanoparticles discovered at Rice University. The new "lava dot" particles were discovered accidentally when researchers stumbled upon a way of using molten droplets of metal salt to make hollow, coated versions of a nanotech staple called quantum dots.

The results appear online this week in the journal Nanotechnology. The researchers also found that lava dots arrange themselves in evenly spaced patterns on flat surfaces, thanks in part to a soft outer coating that can alter its shape when the particles are tightly packed.

"We're exploring potential of using these particles as catalysts for hydrogen production, as chemical sensors and as components in solar cells, but the main point of this paper is how we make these materials," said co-author Michael Wong, professor of chemical and biomolecular engineering at Rice. "We came up with this 'molten-droplet synthesis' technique and found we can use the same process to make hollow nano-size particles out of several kinds of elements. The upshot is that this discovery is about a whole family of particles rather than one specific composition."

Like their quantum dot cousins, Rice's lava dots can be made of semiconductors like cadmium selenide and zinc sulfide.

Wong's lab has been working steadily to improve the synthesis of quantum dots for more than five years. In 2007, Wong's team discovered a cleaner and cheaper way to synthesize four-legged quantum dots -- particles smaller than a living cell that look like tiny versions of children's jacks. These "nanojacks," which are also called quantum tetrapods, can be used to harvest sunlight in a revolutionary new kind of solar panel.

The key step in the 2007 discovery was the use of a surfactant called CTAB. In 2010 Rice graduate student Sravani Gullapalli was attempting to refine the "nanojack" synthesis even further when she discovered lava dots.

"This new chemistry to make the tetrapods was fairly cheap, but we were looking for an even cheaper way," Wong said. "Sravani said, 'Let's get rid of this expensive phosphorus surfactant and just see what happens.' So she did, and these little things just popped out on the electron microscope screen."

Wong recalled the team's initial surprise. "We said, 'What is going on here? How do you go from four-legged nanojacks to these little balls?'"

He said it took the team more than a year to decipher the unusual formation mechanism that yielded the hollow, soft-shelled particles.

To make the particles, Gullapalli added three kinds of solid powder -- cadmium nitrate, selenium and a tiny amount of CTAB -- to an oil solvent. She then slowly heated the mixture while stirring. The cadmium nitrate melted first and formed tiny nanodroplets that cannot be seen with the naked eye.

"Nothing happens until the temperature continues to rise and the selenium melts," Gullapalli said. "The molten selenium then wraps around the cadmium nitrate droplet, and the cadmium nitrate diffuses out and leaves a hole where the droplet once was."

She said the cadmium selenide shell surrounding the hole is nanocrystalline and is enveloped in a soft outer shell of pure selenium.

When Gullapalli examined the lava dots with a transmission electron microscope, she found them to be bigger than standard quantum dots, about 15-20 nanometers in diameter. The holes were about 4-5 nanometers in diameter. She also noticed something peculiar: When sitting by themselves they appeared round, and when tightly packed, the shell appeared to become compressed, even though neighboring dots never came into actual contact with one another.

"That's one of the twists to this weird chemistry," Wong said. "The solvent forms its own surfactant during this process. The surfactant coats the particles and keeps them from touching each other, even when they are tightly packed together."

Wong's team later found it could use the molten droplet method to make lava dots out of zinc sulfide, cadmium sulfide and zinc selenide.

"We found that the hollow particles met and even exceeded some performance metrics of quantum dots in a solar-cell test device, and we're continuing to examine how these might be useful," Gullapalli said.

Leap forward in brain-controlled computer cursors: New algorithm greatly improves speed and accuracy

Stanford researchers have designed the fastest, most accurate algorithm yet for brain-implantable prosthetic systems that can help disabled people maneuver computer cursors with their thoughts. The algorithm's speed, accuracy and natural movement approach those of a real arm, doubling performance of existing algorithms.

When a paralyzed person imagines moving a limb, cells in the part of the brain that controls movement still activate as if trying to make the immobile limb work again. Despite neurological injury or disease that has severed the pathway between brain and muscle, the region where the signals originate remains intact and functional.

In recent years, neuroscientists and neuroengineers working in prosthetics have begun to develop brain-implantable sensors that can measure signals from individual neurons, and after passing those signals through a mathematical decode algorithm, can use them to control computer cursors with thoughts. The work is part of a field known as neural prosthetics.

A team of Stanford researchers have now developed an algorithm, known as ReFIT, that vastly improves the speed and accuracy of neural prosthetics that control computer cursors. The results are to be published Nov. 18 in the journal Nature Neuroscience in a paper by Krishna Shenoy, a professor of electrical engineering, bioengineering and neurobiology at Stanford, and a team led by research associate Dr. Vikash Gilja and bioengineering doctoral candidate Paul Nuyujukian.

In side-by-side demonstrations with rhesus monkeys, cursors controlled by the ReFIT algorithm doubled the performance of existing systems and approached performance of the real arm. Better yet, more than four years after implantation, the new system is still going strong, while previous systems have seen a steady decline in performance over time.

"These findings could lead to greatly improved prosthetic system performance and robustness in paralyzed people, which we are actively pursuing as part of the FDA Phase-I BrainGate2 clinical trial here at Stanford," said Shenoy.

Sensing mental movement in real time

The system relies on a silicon chip implanted into the brain, which records "action potentials" in neural activity from an array of electrode sensors and sends data to a computer. The frequency with which action potentials are generated provides the computer key information about the direction and speed of the user's intended movement.

The ReFIT algorithm that decodes these signals represents a departure from earlier models. In most neural prosthetics research, scientists have recorded brain activity while the subject moves or imagines moving an arm, analyzing the data after the fact. "Quite a bit of the work in neural prosthetics has focused on this sort of offline reconstruction," said Gilja, the first author of the paper.

The Stanford team wanted to understand how the system worked "online," under closed-loop control conditions in which the computer analyzes and implements visual feedback gathered in real time as the monkey neurally controls the cursor to toward an onscreen target.

The system is able to make adjustments on the fly when while guiding the cursor to a target, just as a hand and eye would work in tandem to move a mouse-cursor onto an icon on a computer desktop. If the cursor were straying too far to the left, for instance, the user likely adjusts their imagined movements to redirect the cursor to the right. The team designed the system to learn from the user's corrective movements, allowing the cursor to move more precisely than it could in earlier prosthetics.

To test the new system, the team gave monkeys the task of mentally directing a cursor to a target -- an onscreen dot -- and holding the cursor there for half a second. ReFIT performed vastly better than previous technology in terms of both speed and accuracy. The path of the cursor from the starting point to the target was straighter and it reached the target twice as quickly as earlier systems, achieving 75 to 85 percent of the speed of real arms.

"This paper reports very exciting innovations in closed-loop decoding for brain-machine interfaces. These innovations should lead to a significant boost in the control of neuroprosthetic devices and increase the clinical viability of this technology," said Jose Carmena, associate professor of electrical engineering and neuroscience at the University of California Berkeley.

A smarter algorithm

Critical to ReFIT's time-to-target improvement was its superior ability to stop the cursor. While the old model's cursor reached the target almost as fast as ReFIT, it often overshot the destination, requiring additional time and multiple passes to hold the target.

The key to this efficiency was in the step-by-step calculation that transforms electrical signals from the brain into movements of the cursor onscreen. The team had a unique way of "training" the algorithm about movement. When the monkey used his real arm to move the cursor, the computer used signals from the implant to match the arm movements with neural activity. Next, the monkey simply thought about moving the cursor, and the computer translated that neural activity into onscreen movement of the cursor. The team then used the monkey's brain activity to refine their algorithm, increasing its accuracy.

The team introduced a second innovation in the way ReFIT encodes information about the position and velocity of the cursor. Gilja said that previous algorithms could interpret neural signals about either the cursor's position or its velocity, but not both at once. ReFIT can do both, resulting in faster, cleaner movements of the cursor

An engineering eye

Early research in neural prosthetics had the goal of understanding the brain and its systems more thoroughly, Gilja said, but he and his team wanted to build on this approach by taking a more pragmatic engineering perspective. "The core engineering goal is to achieve highest possible performance and robustness for a potential clinical device, " he said.

To create such a responsive system, the team decided to abandon one of the traditional methods in neural prosthetics. Much of the existing research in this field has focused on differentiating among individual neurons in the brain. Importantly, such a detailed approach has allowed neuroscientists to create a detailed understanding of the individual neurons that control arm movement.

The individual neuron approach has its drawbacks, Gilja said. "From an engineering perspective, the process of isolating single neurons is difficult, due to minute physical movements between the electrode and nearby neurons, making it error-prone," he said. ReFIT focuses on small groups of neurons instead of single neurons.

By abandoning the single-neuron approach, the team also reaped a surprising benefit: performance longevity. Neural implant systems that are fine-tuned to specific neurons degrade over time. It is a common belief in the field that after six months to a year, they can no longer accurately interpret the brain's intended movement. Gilja said the Stanford system is working very well more than four years later.

"Despite great progress in brain-computer interfaces to control the movement of devices such as prosthetic limbs, we've been left so far with halting, jerky, Etch-a-Sketch-like movements. Dr. Shenoy's study is a big step toward clinically useful brain-machine technology that have faster, smoother, more natural movements," said James Gnadt, PhD, a program director in Systems and Cognitive Neuroscience at the National Institute of Neurological Disorders and Stroke, part of the National Institutes of Health.

For the time being, the team has been focused on improving cursor movement rather than the creation of robotic limbs, but that is not out of the question, Gilja said. Near term, precise, accurate control of a cursor is a simplified task with enormous value for paralyzed people.

"We think we have a good chance of giving them something very useful," he said. The team is now translating these innovations to paralyzed people as part of a clinical trial.

A CAMPAIGN to keep up to 400 civil service posts in Darlington has received fresh impetus after the town's?MP Jenny Chapman backed plans to deliver a Northern Echo petition to Downing Street.

Staff at the Department for Education (DfE) offices in Mowden Hall, Darlington, could be relocated to Newcastle as part of government budget cuts.

The move comes as DfE bosses look to axe 1,000 jobs nationally, and Mowden Hall has been identified for closure owing to its poor state of repair.

Staff are currently drawing up plans alongside union officials to stay in Darlington, with a decision on their future expected in March next year.

To date, about?750 people have signed The Northern Echo?s Save Darlington Jobs petition, and Mrs Chapman said she fully supported proposals to help present the campaign to Education Secretary Michael Gove.

Mrs Chapman, who has vowed to fight ?tooth and nail? to keep the workers in Darlington, said: ?This is not just about any jobs; these are skilled positions with staff working in a number of key areas that cannot easily be replicated.

?Their kind of expertise is something that the department is not going to find anywhere else.

?These people have given their careers to serving education and these plans put them in a very difficult position.?

Mrs Chapman will meet Darlington Borough Council leader Bill Dixon and chief executive Ada Burns this week to put forward alternative town sites to house DfE staff, which include Lingfield Point and Northgate House.

She said: ?We need to agree on an outcome that the town can all support and put forward premises which are appealing and viable to keep the DfE in Darlington.

?It is about being pragmatic and we need to put the best case forward for the staff and the town.?

The campaign to keep the jobs in Darlington has also received support from Coun Bob Cook, leader of Stockton Council.

He said: ?The majority of people affected live within the Tees Valley so these are key jobs in our area.

?There is fabulous alternative office accommodation available and we will support Darlington Borough Council in maintaining the jobs in the town.?

Israel hits Hamas buildings, shoots down Tel Aviv-bound rocket

GAZA/JERUSALEM | Sat Nov 17, 2012 3:23pm EST

GAZA/JERUSALEM (Reuters) - Israeli aircraft bombed Hamas government buildings in Gaza, and the "Iron Dome" defense system shot down a Tel Aviv-bound rocket on Saturday as Israel geared up for a possible ground invasion.

Hamas, the Palestinian Islamist group that runs the Gaza Strip, said Israeli missiles wrecked the office building of Prime Minister Ismail Haniyeh - where he had met on Friday with the Egyptian prime minister - and struck a police headquarters.

Along the Tel Aviv beachfront, volleyball games came to an abrupt halt and people crouched as sirens sounded. Two interceptor rockets streaked into the sky. A flash and an explosion followed as Iron Dome, deployed only hours earlier near the city, destroyed the incoming projectile in mid-air.

With Israeli tanks and artillery positioned along the Gaza border and no end in sight to hostilities now in their fourth day, Tunisia's foreign minister travelled to the enclave in a show of Arab solidarity.

In Cairo, a presidential source said Egyptian President Mohamed Mursi would hold four-way talks with the Qatari emir, the prime minister of Turkey and Hamas chief Khaled Meshaal in the Egyptian capital on Saturday to discuss the Gaza crisis.

Egypt has been working to reinstate calm between Israel and Hamas after an informal ceasefire brokered by Cairo unraveled over the past few weeks. Meshaal, who lives in exile, has already held a round of talks with Egyptian security officials.

Officials in Gaza said 43 Palestinians, nearly half of them civilians including eight children, had been killed since Israel began its air strikes. Three Israeli civilians were killed by a rocket on Thursday.

Israel unleashed its massive air campaign on Wednesday with the declared goal of deterring Hamas from launching rockets that have plagued its southern communities for years.

The Israeli army said it had zeroed in on a number of government buildings during the night, including Haniyeh's office, the Hamas Interior Ministry and a police compound.

Taher al-Nono, a spokesman for the Hamas government, held a news conference near the rubble of the prime minister's office and pledged: "We will declare victory from here."
