Hong Kong firm loses $4.9 billion in value in one day

Thomas and Raymond Kwok, two brothers who control Sun Kai Properties, the second largest property company in the world, were arrested by Hong Kong's Independent Commission Against Corruption Thursday, scandalizing the city. NBC's Ed Flanagan reports.

BEIJING ? If you?ve ever been to Hong Kong, you?ve undoubtedly walked by a building built or managed by Sun Hung Kai Properties, the second largest property company in the world and one of the small number of prominent developers that control real estate in this land-scarce region.

To say that the Kwok family, which controls Sun Hung Kai, has played a part in constructing Hong Kong?s iconic skyline would be massive understatement. Three of the tallest buildings in the city were constructed by the firm as well as one of the region?s more surreal icons, a replica of Noah?s Ark which doubles as a hotel and theme park. (The Kwoks are evangelical Christians.)

So when news broke that the company?s co-chairmen, Thomas and Raymond Kwok, were arrested on Thursday by the Independent Commission Against Corruption (ICAC), it caused an uproar that has scandalized the city of 7 million and caused the firm?s stock to tumble.

Make that plummet.?

In trading Friday on the Hong Kong Stock Exchange, Sun Hung Kai?s stock price plunged 13 percent, for a?loss of $4.9 billion in market value.??

It was easily the company?s worst loss on the market in 14 years, according to Bloomberg News.

Though no charges were publicly announced and the Kwok brothers were released late Thursday evening, their arrest at the same time as the reported detention of Rafael Hui, the number two in the Hong Kong government from 2005-2007,?has some speculating that the arrests were related.

If so, the arrests one again underscore the tight relationship between Hong Kong?s government and local property developers, both of whom are in a perpetual race to keep up with the housing demands in the world?s most densely populated city.

Mercurial rise not without its issues
With estimated holdings of $18.3 billion, the Kwok family is the 27^th wealthiest family in the world, according to Forbes Magazine. Their company, which was founded in 1963 by family patriarch, Kwok Tak Seng, has risen to prominence by breaking into every facet of the property business, from residential to hotels to industrial development.

By the end of 2011, Sun Hung Kai was reported to have a land bank of 46.7 million square feet of gross floor area either completed or in development. The group also owns 26 million square feet of farmland in Hong Kong?s New Territories that is in the process of receiving planning permission to be converted to building land.?

That translates into an astounding amount of property under Sun Hung Kai?s control in a city where land is extremely precious.?

The company and the family have also long been in the spotlight in Hong Kong. When the family patriarch died in 1990, he left the reins to his eldest son Walter, who became chairman and chief executive. In 1997, Walter was kidnapped and held for a week before his family paid a ransom of more than $77 million to have him released.

Walter returned to the company after his release, but eventually the family relationship unraveled when Thomas and Raymond Kwok dethroned Walter in 2008.

With the support of their mother, the two brothers charged Walter with being unfit to run the business and after a nasty struggle, eventually took over. Thomas, 60, runs the construction of new developments and Raymond, 58, is in charge of the company?s finances.??

Are Hong Kong?s business and political interests too close?
The arrest of the Kwok brothers and Rafael Hui by the ICAC comes at a time when Hong Kong is dealing with a number of incidents that bring into question just how transparent and corruption-free the former British colony is today.

On the face of it, the city has a good reputation. The Heritage Foundation calls Hong Kong the world?s freest economy while Transparency International calls it the 12^th least corrupt country and/or territory in the world. (The United States came out 10^th and 24^th respectively.)

But the relationship between real-estate developers and the government has long been a source of simmering tensions in the crowded city. Opposition leaders and some social groups have long criticized the cozy relationship between the government and the developers.

Thousands took to the streets in March to demand that the city?s Chief Executive Donald Tsang quit after he was ?was accused of accepting invitations for lavish yacht dinners and private jet trips from local businessmen.

In elections for the city?s next chief executive just last weekend, the winner Leung Chung-ying, campaigned on a platform of providing more low-income housing in the city.?

Some argue that the Kwok scandal is the next in a storyline of business and government blurring together too closely. However, the fact that the ICAC went ahead with this investigation suggests that for the present time at least, the mechanisms in place to deter and uncover corruption are still strong in Hong Kong.

Where this investigation goes from here will go a long way towards determining whether this latest crisis of faith in Hong Kong is the next step in a gradual erosion of Hong Kong?s autonomy and financial freedom or one that rights it once and for all.

NASA's Aqua satellite passed over the low pressure area called "System 96W" on March 27 at 0547 UTC (1:47 a.m. EDT) and the Atmospheric Infrared Sounder (AIRS) instrument captured an infrared and visible look at the storm.

On March 27, 2012 at 0600 UTC (2 a.m. EDT), System 96W was located in the western North Pacific Ocean about 205 miles north-northwest of Bandar Seri Begawan, Brunei, near 7.9 North and 113.4 East. Brunei is located north of the island of Borneo in southeastern Asia. It has a shoreline on the South China Sea, and surrounded by the state of Sarawak, Malaysia.

System 96W's maximum sustained winds are currently estimated as high as only 15 knots (17.2 mph/27.7 kph) with stronger gusts in the northwestern quadrant.

The NASA AIRS infrared imagery showed that the center of circulation is consolidating, and there are bands of thunderstorms wrapping along the eastern and western halves of the storm. The AIRS infrared data shows two large areas of convection (rising air that forms thunderstorms that make up the tropical cyclone) east and west of the center. Some of those storms have cloud top temperatures colder than 230 degrees Kelvin (-45.6 F/-43.1C), indicating they're high in the troposphere and strong storms. Storms with cloud heights that cold usually have heavy rainfall.

Even in places as seemly well-studied as the national parks of North America, new species are still being discovered. Using ultraviolet light that cause scorpions to fluoresce a ghostly glow, researchers from the University of Nevada, Las Vegas (UNLV) have discovered an intriguing new scorpion in Death Valley National Park. They named the species Wernerius inyoensis, after the Inyo Mountains where it was found. The study was published in the open access journal ZooKeys.

This new species is small, only 16 mm in length. "We almost overlooked this one during the survey" said Matthew Graham, a PhD Candidate with the School of Life Sciences at UNLV. Matt discovered the scorpion along with his father who was volunteering that night. "Only a single male individual was found, but the physical uniqueness was enough to identify it as a new species", said Michael Webber, another PhD Candidate from UNLV who described the specimen. This new scorpion appears to be closely related to two other species found over 400 kilometers away at Joshua Tree National Park and along the lower Colorado River. This group of scorpions is most easily identified by the presence of a conspicuous spine at the base of the stinger, the function of which, if any, is unknown.

The previously known species are also rarely observed in the wild, and this elusive nature has led to speculation that these scorpions occur at very low densities or have only sporadic surface activity. However, the rocky terrain in which the previous species were found and the discovery of the new species at the base of a talus slope, hint at the possibility that these scorpions are subterrestrial, spending their lives deep in rock crevices or in the interstitial spaces among piles of loose rock.

Scorpions are quite common within arid regions where they can comprise a large component of biological diversity. The new species was discovered during field surveys funded by the National Park Service as part of efforts to develop better inventories for all organisms occurring within the parks.

"In North America, inventories for mammals, birds, reptiles and amphibians are pretty well developed, and we have a good handle on higher-order plants, but for many groups of smaller organisms taxonomic inventories will no doubt lead to numerous new discoveries" said Dr. Jef Jaeger, a Research Assistant Professor at UNLV who initiated and oversaw the scorpion surveys.

In the face of regional environmental changes brought about by human actions and the potential for larger changes that global warming may bring, many scientists and resource managers place new importance on efforts to document and catalog species diversity.

Boat from Japan tsunami is spotted off Canada

SEATTLE -- A 150-foot fishing boat that washed away last March following Japan's devastating earthquake and tsunami has been spotted off the coast of British Columbia, NBC station KING 5 of Seattle reported Friday.

The boat was found floating right side up about 120 nautical miles off the Queen Charlotte Islands, the office of U.S. Sen. Maria Cantwell, D-Wash., told KING 5 News.

KING 5 said that Japanese officials had confirmed? that the boat was lost after the tsunami. It is estimated the boat would make landfall in about 50 days, but it will likely be removed by then because it is a hazard to navigation, KING 5 reported.

This is the first large piece of debris found off the North American coast confirmed to have been washed from Japan by the tsunami, KING 5 said.

Clinton to let military aid to Egypt continue: State Department official

WASHINGTON (Reuters) - Secretary of State Hillary Clinton will allow U.S. military aid to Egypt to continue despite Cairo's failure to meet pro-democracy conditions, a senior State Department official said on Thursday, a move sharply criticized on Capitol Hill.

The office of Senator Patrick Leahy, who chairs the Senate subcommittee on foreign aid, revealed Clinton's decision and made clear his deep unhappiness with it, arguing that Clinton should now limit the amount of military aid that is released.

Clinton should "release no more taxpayer funds than is demonstrably necessary, withholding the rest in the (U.S.) Treasury pending further progress in the transition to democracy" in Egypt, Leahy said in a statement.

Hours later, a senior State Department official confirmed Clinton would on Friday waive a requirement, recently passed by Congress and authored by Leahy, for Egypt's government to support a transition to democracy in order for U.S. military aid to continue.

"On the basis of America's national security interests, she (Clinton) will waive legislative conditions related to Egypt's democratic transition, allowing for the continued flow of 'Foreign Military Financing' to Egypt," the official said.

The move reflects "our overarching goal: to maintain our strategic partnership with an Egypt made stronger and more stable by a successful transition to democracy," the official said, asking not to be named.

Since long-time Egyptian President Hosni Mubarak was toppled by a street revolution early last year, Egypt has made marked progress toward democracy. It has held parliamentary elections and is scheduled to elect a new president in May.

However, a crackdown on pro-democracy forces - including some U.S. groups - over the last several months infuriated U.S. lawmakers and caused the Obama administration to warn Egypt that its aid might be in peril.

Congress has approved $1.3 billion in military aid to Egypt - the same level the country has received for years - for the current fiscal year, which ends on September 30. Congress also approved $250 million in economic aid and up to $60 million for an "enterprise fund."

But for the U.S. military aid to flow, the law requires Clinton to certify that the Egyptian government is supporting a transition to civilian government, including holding free and fair elections, and implementing policies to protect freedom of expression, association, religion and due process of law.

Clinton is using a provision in the law that allows her to waive those conditions on national security grounds. Leahy said this sends the wrong signal to the Egyptian military, which has ruled the country since Mubarak was ousted.

"The Egyptian military should be defending fundamental freedoms and the rule of law, not harassing and arresting those who are working for democracy," Leahy said.

"They should end trials of civilians in military courts and fully repeal the Emergency Law, and our policy should not equivocate on these key reforms."

The State Department official argued that Egypt had made "more progress in 16 months than in the last 60 years" toward democracy. But the official allowed that "more work remains to protect universal rights and freedoms."

U.S. law also requires the Secretary of State to certify that Egypt is meeting its obligations under its peace treaty with Israel to receive any of the U.S. aid, and Clinton also made this certification, the State Department official said.

MIXED REACTIONS

The Republican chair of the House of Representatives foreign aid subcommittee, Kay Granger, said she was disappointed Clinton had decided to waive conditions on military aid while the Egyptian government's transition was still underway.

The law still requires Clinton to consult congressional appropriators before any funds are transferred to Egypt, Granger added in a statement.

However, another Republican, Senator Lindsey Graham, said it was in U.S. national security interests to provide the aid.

"The United States military has a close working relationship with their Egyptian counterparts. These relationships proved to be invaluable and have been a stabilizing influence during these troubling and uncertain times in Egypt," Graham said.

Egyptian authorities recently accused U.S., Egyptian and other pro-democracy campaigners, including the son of U.S. Transportation Secretary Ray LaHood, of working for groups receiving illegal foreign funding, and initially prevented some of the Americans from leaving the country.

Most of the U.S. pro-democracy activists flew out of Egypt on March 1 after Egyptian authorities lifted a travel ban. But the charges have not been dropped against either the American or Egyptian activists, and trial is set for next month.

David Kramer, the president of Freedom House, one of the non-governmental organizations affected by the crackdown, said a resumption of military aid sends the wrong message to Egyptians.

The message is "that we care only about American NGO workers (who were allowed to leave), not about the aspirations of the Egyptian people to build democracy."

Brian Katulis, a senior fellow at the Center for American Progress think tank, said the Obama administration may be making a tactical move by keeping some aid going for now.

"They don't want to make any massive overhauls in our assistance until we have greater clarity for what the new Egypt looks like," he said.

Cessna to build business jets in China

BEIJING ? Kansas-based business jet maker Cessna Aircraft Co. has signed agreements with Chinese partners to manufacture business jets in China and explore other aviation opportunities.

The company announced Friday it is joining with state-owned Aviation Industry Corp. of China and the municipal government of Chengdu.

The three hope to form a joint venture in the western China city to produce midsize Cessna business jets and possibly new models in the future.

China is seen as the most promising major market for the industry.

The owner of Cessna, Textron Inc., says it expects significant growth in aviation in China.
